What are the one-time costs when you buy?

These are the costs you pay once, at purchase:

  • DLD transfer fee — 4% of the price. Legally split 2% buyer / 2% seller, but in practice the buyer usually absorbs the full 4%.
  • Trustee registration fee — AED 2,000 for properties under AED 500,000, or AED 4,000 at AED 500,000 and above, plus 5% VAT.
  • Title deed issuance — AED 250.
  • Agency commission — typically 2%, plus 5% VAT. This is market custom, not a regulated rate — there is no official cap, so it is negotiable.
  • NOC fee (on a resale) — usually AED 500 to AED 5,000. This is set by the developer, not a fixed government charge, and is normally paid by the seller.

Add 5% VAT on the agency fee, and, if you borrow, mortgage costs. As a rule of thumb, budget about 7% over the price for a cash deal and around 8% with a mortgage.

What are the ongoing costs of ownership?

The fees that are easiest to forget are the recurring ones:

  • DEWA (utilities). When you take ownership you pay a refundable DEWA deposit — AED 2,000 for an apartment, AED 4,000 for a villa — plus a small activation fee, then monthly bills.
